Tender Description
Pakistan State Oil Company Limited (PSO) Karachi is procuring High-Density Polyethylene (HDPE) Injection Grade material specifically for manufacturing plastic caps used in lubricant cans. This procurement is critical for ensuring the quality and durability of packaging components essential to PSO's lubricant products. The HDPE material must meet stringent chemical and mechanical properties including density, tensile strength, elongation, and thermal characteristics as per ASTM standards. The material specification requires Sabic M200056 or an approved equivalent, with packaging in 25kg bags. Delivery is to be made at Keamari Terminal C within 30 days of purchase order issuance.
Suppliers must ensure compliance with PSO's quality standards and provide product quality and analysis reports with each consignment. Part deliveries are allowed with a minimum quantity of 4 metric tons per delivery. PSO reserves the right to conduct independent laboratory testing at the supplier's cost if material quality is questioned. Liquidated damages of 0.1% per day up to 10% of the order value apply for delayed or substandard deliveries. Blacklisting actions may be taken against suppliers involved in corrupt practices or consistent non-performance.
Eligible bidders should be registered with FBR and have relevant experience supplying industrial-grade polymers or similar materials. While PEC category is not specified, suppliers with proven track records in polymer supply and quality assurance will be preferred. The technical bid must include earnest money and CDR as per PSO instructions. The submission deadline is 07 July 2026 by 23:59:59 at PSO House, Khayaban-e-Iqbal, Clifton, Karachi.
