Tender Description
The Small and Medium Enterprises Development Authority (SMEDA) invites bids through EPADS v2.0 for the supply, installation, commissioning and trial run of Bladder's Machinery and Equipment for the Sports Industries Development Centre (SIDC) in Sialkot. This procurement is referenced as 'P80611' and is open to eligible bidders registered on EPADS v2.0 for provision of Non-Consultancy Services.

The SIDC has received funds from the Export Development Fund (EDF) for the fiscal year 2026-27 and intends to apply part of these funds to cover eligible payments under the contract. The procurement will follow the Single Stage One Envelope procedure, which is a Principal Method of Procurement using Open Competitive Bidding and Least Cost Based Selection (LCBS) techniques in line with Public Procurement Rules, 2004.
All bids must be accompanied by a Bid Security in the form of Bank Guarantee, Pay Order, or Demand Draft amounting to Rs. 750,000/- for the complete machinery and equipment or equal to the amounts given against each machinery/equipment as specified in the bidding document. The original Bid Security must be submitted at the SMEDA Head Office prior to the bid opening date and time. Scanned copies of the Bid Security must also be uploaded on EPADS along with the bid submission.
Bidding documents containing detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/80611. Bidders must submit e-bids through EPADS v2.0 on or before Tuesday, September 8, 2026, at 02:00 PM. Manual submissions will not be entertained. Vendors not registered on the new version of EPADS v2.0 may register themselves at https://vendors.epads.gov.pk/. In accordance with Rules 48 of Public Procurement Rules, 2004, the Grievance Redressal Committee (GRC) is notified for this procurement. Notification copies are available on the procuring agency's website and EPADS v2.0 as well as SMEDA's website at www.ppra.org.pk.
Bidders are advised to carefully review the bid security requirements and ensure timely submission through the EPADS portal to avoid disqualification. Early registration on EPADS v2.0 is recommended to familiarize with the system and avoid last-minute technical issues.
