Tender Description
The National Logistics Corporation (NLC) invites sealed bids for the supply, installation, testing, and commissioning of comprehensive Fire Fighting and Fire Detection Systems at its Logistic Parks located in Rawalpindi, Lahore, and Karachi. This procurement follows the PPRA Rule 36(b) Single Stage Two Envelope procedure.
The scope covers multiple packages: Package A for NLC Log Park Rawalpindi, Package B for NLC Log Park Lahore, and Package C for NLC Log Park Karachi. Each package includes delivery, installation, and commissioning of fire detection and suppression equipment as per detailed specifications and drawings. Items include addressable fire alarm control panels, beam detectors, smoke detectors, manual call points, alarm sounders, flashers, fire extinguishers of various types and capacities, fire hose cabinets, fire hose reels, MS schedule 40 piping, water flow devices, fire sprinklers (ESFR and quick response types), fire pumps (UL Listed), pillar fire hydrants, fire blankets, personal protective equipment (PPE), and associated accessories.
The technical scope requires compliance with NFPA standards, UL/FM approvals, and includes warranty provisions of at least two years or as per OEM standards. Bidders must provide OEM authorization, technical brochures, software, and after-sales support including maintenance and spares availability. The contract includes installation, testing, commissioning, and training of NLC staff.
Eligibility criteria demand OEMs or authorized dealers with backup support in Pakistan, valid PEC registration in relevant categories, active FBR tax status, financial capability with minimum annual turnover of Rs. 500 million supported by audited reports, and experience in similar projects over the last five years. Earnest money of Rs. 1,000,000 and tender fee of Rs. 2,000 are required. Performance bank guarantee of 5% of contract value is mandatory.
Submission of a single technical proposal covering all packages and separate financial proposals for each package is required. Offers must be submitted in sealed envelopes bearing the tender number and delivered to HQ NLC Harding Road, RA Bazar, Rawalpindi by the specified deadline. Late submissions or incomplete bids will be rejected.

- Water Flow Devices including Pressure Reducing Valves, Gate Valves, Non-Return Valves
- Fire Sprinklers (ESFR and Quick Response)
- Fire Fighting Pump Sets (UL Listed, 2000 US GPM at 12 bar)
- Pillar Fire Hydrants
- Fire Blankets
- Personal Protective Equipment (PPE)
- Passive Fire Protection works including fire stopping, pipe sleeves, escutcheon plates
- Emergency Lights and Fire Exit Signage
The contract requires strict adherence to NFPA, EN, IEC, and UL standards. Installation includes all civil, electrical, and mechanical works necessary for a fully operational system. The contractor is responsible for pre-delivery, stage, and final inspections. Training and after-sales support for 10 years with annual cost increase capped at 2% are mandatory.
Bidders are advised to carefully review all tender documents, submit complete technical and financial proposals, and ensure compliance with all conditions. Partial bidding is allowed. The NLC reserves the right to reject any or all bids and to vary quantities.
