Tender Description
The Directorate of Planning and Development, Higher, Technical and Special Education Department, Gilgit-Baltistan invites sealed bids from eligible bidders, authorized distributors, or well reputed firms/suppliers for the supply, provision, and installation of Computer Equipment and Smart Interactive Whiteboards for 26 public sector colleges of Gilgit-Baltistan. Items being procured:

- Smart Interactive Whiteboards for 26 colleges of Gilgit-Baltistan
The procurement follows the Single Stage Two Envelope Bidding Procedure as per Rule 39(b) of the GB PPRA Rules 2022. Bidders must include cost covering all mentioned scope in the bidding document. The service provider should be registered under SECP/PSEB/Form-C or any government body and must have an office, outlet, or showroom in Gilgit-Baltistan. Firms outside GB must be registered with Income Tax and Sales Tax departments and be on the list of active taxpayers of the Federal Board of Revenue (FBR).
Interested bidders may obtain the Request for Proposal (RFP) from the office of the Additional Director, Planning and Development, Higher, Technical and Special Education Department, Gilgit-Baltistan, Sakwar, Gilgit starting from 24th August 2026 upon submission of a Treasury Challan of Rs. 14,000 (non-refundable).
Proposals must be properly prepared with content page, binding, paging, and flagging of all required documents in sealed envelopes and reach the Directorate on or before 8th September 2026 at 11:00 AM. Only typed financial bids will be considered; handwritten bids will be rejected. Bidders must submit an original Call Deposit Receipt (CDR) amounting to Rs. 4,459,650 equal to 3% of the bid amount from any schedule bank including KCBL in favor of the Directorate of Colleges, attached with the Technical Bid. Failure to attach CDR will result in the bid being declared non-responsive.
The number of items (equipment) may increase or decrease based on fund availability. All applicable Federal, Provincial, and Local taxes and duties must be considered while preparing financial proposals. Providing unsubstantiated or incorrect information may lead to legal action or disqualification. The procuring agency reserves the right to reject all proposals as per GB PPRA 2022 clause 28 or cancel the bidding assigning reasons thereof.
Bidders are advised to carefully prepare their bids according to the detailed RFP and ensure timely submission to avoid disqualification.
