Supply, Installation, Configuration, Testing and Commissioning of Asset Performance Management System for 100 kVA and 200 kVA Distribution Transformers with Allied Material and Services

The Lahore Electric Supply Company (LESCO) through its Material Management Department in Lahore is procuring a comprehensive Asset Performance Management System (APMS) for 100 kVA and 200 kVA distribution transformers. This procurement covers supply, installation, configuration, testing, and commissioning of APMS units along with all allied materials and services as a complete end-to-end solution. The project is planned for execution in the financial year 2025-26 and is specific to the city of Lahore, Punjab. The technical scope includes provision of APMS units compliant with PPMC-DS-01:2026 specifications, including smart meters, enclosures, cables, PG connectors, current transformers, breakers, oil temperature and level monitoring, and magnetic contactors. The system must support integration with LESCO's Meter Data Management (MDM) system and comply with UDIL protocols. Installation will be carried out at designated feeders and transformers with a maximum completion period of 180 days. The APMS must ensure secure communication, data encryption, and cyber security measures. The supplier is responsible for prototype approval, site acceptance testing, and warranty obligations. Eligible bidders must be registered with LESCO/DISCOs/WAPDA, possess valid FBR registration and active tax status, and have relevant experience in supplying and installing APMS or similar systems. Manufacturer's Authorization Letter and prototype approval are mandatory. Bidders must submit a technical bid with detailed project execution schedules, certifications, and financial statements. The bid security and performance guarantee requirements are clearly defined. The submission deadline is Monday, May 25, 2026, at 10:30 AM via the EPADS v2.0 e-bidding platform.
