Supply, Installation, Configuring, Testing and Commissioning of Security Cameras and Related Equipment

The Pakistan Nuclear Regulatory Authority (PNRA) invites bids for the supply, installation, configuring, testing and commissioning of security cameras and related equipment at its headquarters in Islamabad. This procurement covers a comprehensive CCTV security system upgrade including the relocation of existing cameras and installation of new devices to enhance surveillance capabilities. Items being procured: - PTZ Keyboard Controller (4-axis network with LCD, LAN, multi-serial interfaces, Hikvision Model 1200 KI) - Network Video Recorder (16 channel, 8MP-ready, 4-Bay NVR with RAID 5, Hikvision AcuSense) - Surveillance Grade Hard Disk Drives (6TB SATA HDDs, RAID 5, WD/Seagate) - PoE Network Switches (16-Port and 8-Port Gigabit Layer 2+ Manageable, IEEE 802.3at compliant, Hikvision/CISCO or equivalent) - Miscellaneous Accessories (ISO/IEC 11801 / TIA-568 Cat 6A cables, RJ45 jacks/plugs, conduits, junction boxes, labeling) - Installation, configuration and civil works including relocation of existing cameras - Media Converter (Optical to Ethernet, 10/100/1000 Mbps Gigabit) The scope includes utilizing existing display monitors and integration software in the PNRA control room. Nineteen new security IP cameras and one new NVR are already available. The contractor must relocate good resolution cameras from the perimeter to replace non-working or poor resolution cameras inside the facility. Bidders must be security cleared by the Strategic Plan Division (SPD) and have at least three years of experience in similar supplies and installations. PEC registration and FBR/ATL compliance are required. Bid security in the form of Pay Order or Demand Draft is mandatory. Bids must be submitted electronically via the EPADS v2.0 portal by 10:30 AM on Monday, October 26, 2026. Manual submissions will not be accepted. Technical and financial bids will be opened on the same day at 11:00 AM. The procurement will follow the Least Cost Based Selection (LCBS) technique under the Single Stage One Envelope procedure.
