Tender Description
The Pakistan Broadcasting Corporation (PBC) Islamabad is procuring a modern digital PABX exchange system to replace its obsolete analog system at its National Broadcasting House (NBH) in Islamabad. This procurement involves supply, installation, configuration, and commissioning of a digital PABX system with 6 trunks and 96 extensions, including an operator set and related accessories on a Delivered Duty Paid (DDP) basis. The project scope includes decommissioning the existing analog PABX, providing all necessary hardware, software, passwords, power cabling, installation materials, and minor civil works required for installation at the identified site.
The technical scope requires a NEC SL-2100 digital PABX system or equivalent, compatible with existing infrastructure to allow plug & play integration with legacy analog TIP telephone sets. The system must be robust against voltage variations, humidity, and dust typical in Pakistan, and include comprehensive documentation, training for designated staff, and maintenance support during a minimum 12-month warranty period starting from the Provisional Acceptance Certificate (PAC). The bidder must provide 24x7 technical support and ensure replacement or repair of faulty equipment within 48 hours.
Eligibility criteria include relevant experience in supply and installation of similar PABX systems in public and private sectors within Pakistan, valid NTN registration, and submission of previous supply records with contact details for verification. OEMs and authorized dealers registered in Pakistan are eligible. The bidder must submit a 2% bid security in the form of a Cash Deposit Receipt (CDR) and provide a performance guarantee of 10% of the contract value upon award.
The tender closing date is **07-05-2026 at 11:00 AM** with bid opening at 11:30 AM the same day at PBC Headquarters, G-5 Islamabad. Bids must be submitted in sealed envelopes to the Controller Procurement Cell, Room #214, 2nd Floor, PBC HQ. Only technical proposals will be opened initially, followed by financial proposals of technically qualified bidders. No emailed or faxed bids will be accepted.
A practical tip for bidders: Ensure your technical proposal is comprehensive and includes all required documents such as technical brochures, BOQ without prices, commercial compliance statements, and valid authorization certificates from OEMs. Non-compliance or incomplete submissions will lead to disqualification. Early submission and strict adherence to PPRA rules will enhance your chances of success.
