Tender Description
The Infrastructure Development Authority of the Punjab (IDAP) invites bids for the supply, installation, commissioning, and maintenance of neonatal equipment (Package No. 30) for the establishment of the Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement is specifically for advanced neonatal medical devices including infant incubators, infant warmers, phototherapy units, digital weight scales, and bilirubinometers. The project is managed by IDAP based in Lahore, but the equipment will be installed and commissioned at the Islamabad site.
The technical scope covers imported neonatal equipment with detailed specifications such as microprocessor-controlled infant incubators with humidification and oxygen flowmeters, servo-controlled infant warmers, LED phototherapy units with adjustable irradiance, digital weight scales with high precision, and non-invasive bilirubinometers. All equipment must comply with international regulatory standards such as FDA 510K, CE marking, or MHLW approval. The supplier is responsible for delivery on DAP basis, including customs clearance, installation, testing, commissioning, and a comprehensive warranty plus extended maintenance contract.
Eligible bidders include manufacturers or their authorized agents/importers/distributors registered with relevant Pakistani authorities and possessing valid FBR/ATL registration. Joint ventures are allowed with a nominated lead member. Bidders must provide bid security, technical and financial proposals via the EPADS platform by the submission deadline. The technical bid will be evaluated on compliance, financial soundness, experience, personnel, and equipment capabilities. The financial bid will be opened only for technically qualified bidders.
The bid submission deadline is 11th June 2026 at 15:30 PST, with technical bids opening the same day at 16:00 PST at IDAP Lahore office. The successful bidder must furnish a performance bank guarantee equivalent to 10% of the contract value within 21 days of award. Delivery of goods is expected within 150 days from LC opening, with installation and commissioning completed within 30 days of site handover.
A practical tip for bidders is to ensure complete and timely submission of all required documents on EPADS, including scanned and original bid securities, manufacturer authorization letters, and compliance certificates.
