Tender Description
Comsats University Islamabad (Abbottabad Campus) invites sealed bids for the supply, installation, testing, and commissioning of a 160 KW Hybrid Solar Photovoltaic system at its Abbottabad campus. This procurement is planned for the financial year 2026-27 and aims to enhance the university's energy infrastructure with a state-of-the-art hybrid solar PV system integrating solar panels, inverters, battery storage, and synchronization with existing utility and diesel generators.
Items being procured:
- 160 kW A-grade Tier-1 Solar PV panels (610 W-720 W rating) from brands like Longi, Canadian Solar, Jinko, or JA with TOPCON/HTJ/HPBC 2.0 technology
- 200 kW Tier-1 Hybrid Solar Inverters (4 units of 50 kW each) with advanced features including AFCI, IP66 protection, AI-based optimization, and grid synchronization
- 120 kWh Lithium Battery Energy Storage System (BESS) compatible with hybrid inverters, from brands such as Pylontech, Solis, GoodWe, or Dyness
- Supply and installation of high-rise heavy-duty steel frames for solar panels with civil works
- Various electrical components including PVC insulated copper cables, DC wires, copper earthing cables, lighting arrestors, earth pits, earth bus bars, MCCBs, DC MCBs, changeover switches, surge protection devices, DB boxes, combiner boxes, MC4 connectors
- Civil works for underground cable crossings
- Complete system installation, testing, commissioning, and successful operation
- PV Gen-Set synchronizer with changeover for three inputs (Wapda, Genset, Solar)
- Load segregation and net-metering integration including bidirectional meters and inverter synchronization with the utility grid
The project involves installation at two academic blocks (S-Block and C-Block) with each block having an 80 kW solar PV array, 100 kW inverter capacity, and 60 kWh battery storage. The system will integrate with existing transformers and diesel generators to ensure uninterrupted power supply.
Eligibility criteria include PEC C-4 or above with specialized solar codes, registration with AEDB/PPIB, minimum 3 installations of 100 kW or above in last 5 years, local presence over 5 years, financial strength with minimum average turnover of PKR 30 million in last 3 years, and warranty commitments.
Bids must be submitted electronically via EPADS v2.0 by 21 August 2026 at 11:00 AM. Hard copy of bid security must be delivered to the procurement office at Comsats University Islamabad Abbottabad Campus before the deadline. Technical bids will be opened on the same day at 11:30 AM. Manual bids will not be accepted.
A pre-bid meeting is scheduled for 11 August 2026 at 11:00 AM at the university campus to clarify technical and contractual matters. Prospective bidders are encouraged to visit the site and attend the meeting.
