Supply, Installation, Testing and Commissioning of 11kV Incoming MV Panel at PSO Keamari Terminal

Pakistan State Oil Company Limited (PSO) invites quotations for the supply, installation, testing, and commissioning of an 11kV Incoming Medium Voltage (MV) Panel at the PSO Keamari Terminal in Karachi. This procurement is critical for enhancing the electrical infrastructure at the Keamari Terminal A Gasoline Section, ensuring reliable and safe power distribution. Items being procured: - Factory-built, metal-clad, indoor type MV Incoming panel rated 630 Amps, 25kA suitable for 11kV, 3-phase, 50Hz system - Vacuum circuit breaker (VCB) 630A, motorized operation with Shunt trip & UVT - Relay with Over Current, Short Circuit, Earth Fault Protection - Digital Energy Analyzer - Insulators, Potential Transformers (PTs), Current Transformers (CTs) - Analogue Ammeter and Voltmeter with selector switches - Indication lamps (CBON, CBOFF, TRIP, TRAFOALARM, SERVICE and TEST POSITION) - Push Buttons (CBON, CBOFF, HOOTERMUTE, LOCKOUTRESET) - Fluorescent Light, Door limit switch - Anti Condensation Heater, Humidity Sensor, Capacitor Trip Unit - Status Indication Relay, Selector Switches - Control Relays, ACMCBs (various poles and ratings) - CT Terminal accessories, Terminal Blocks, End Plates - Hooter, Earthing Switch, Surge Arresters The scope includes transportation of the MV panel from the manufacturer to the PSO Keamari Terminal site, installation activities such as positioning, leveling, anchoring, busbar coupling, wiring, relay configuration, functional and pre-commissioning tests, and final energization support. Bidders must comply with PSO's safety and security rules. The contractor is responsible for all labor, tools, materials, transportation, and ensuring the safety of the vehicle and materials during transit. A six-month warranty on materials and services is required. The job must be completed within 12 weeks of purchase order issuance, with liquidated damages applicable for delays beyond this period.
