Supply and Installation of Vehicle Tracking System (E-Tag) at National University of Modern Languages Islamabad

The National University of Modern Languages Islamabad invites bids for the supply, installation, configuration, training, and commissioning of a comprehensive Vehicle Tracking System (E-Tag) on entry and exit gates at its main campus in Islamabad. This turnkey project requires technically qualified and financially lowest bidders to submit their proposals in accordance with PPRA Rule 36(a). Items being procured include: - Automatic Boom Barrier System (3 units) with features such as brushless 24V DC motor, IP54 protection, remote control, safety sensors, integration with access control, and UPS backup - UHF RFID Reader (6 units) with long-range reading capability, IP65 protection, and integration with parking systems - Outdoor Digital Display integrated with the system showing vehicle information and traffic lights - Vehicle Detection Radar Sensor VR10 Pro (3 units) with IP67 rating and multi-target detection - UHF Tags Stickers (1000 units) - Access Control Controller (3 units) compatible with Weigand/RS485, expandable to 2 doors - External RFID Card Reader (3 units) with IP65 rating and dual-color LED indication - RFID Cards (100 units) - Controlling Computing DB System (Dell/HP or equivalent) with Intel Core i7 13th Gen, 16GB RAM, SSD and HDD storage, LED display, and network integration - Software: Web-based Vehicle Access Management System with centralized dashboard, user management, real-time monitoring, reporting, and integration with existing university software The technical scope covers installation at the main campus, integration with existing systems, and provision of a complete solution including hardware, software, and training. Eligibility criteria require NTN/STN/Professional Tax and ATL registration, earnest money of Rs. 159,111 in the form of bank draft/pay order, non-refundable tender fee of Rs. 15,000, OEM/MAL certificates, affidavit of non-blacklisting, financial health proof, 2 years relevant experience, and technical support strength. Bidders must visit the project site before quoting and may be asked to demonstrate their solution on a no-cost basis. Bids must be submitted electronically via EPADSv2.0 and a sealed envelope delivered to the Director Administration, Jinnah Block, by 30th September 2026 at 1100 Hrs. The bids will be opened the same day at 1130 Hrs in the presence of bidders. Timely submission of the sealed envelope is the bidder's responsibility. Payment will be processed after satisfactory inspection and completion. Warranty of 1 year applies with 10% retention as security. Penalties apply for delayed completion beyond 45 days.
