Tender Description

Pakistan LNG Limited (PLL) is procuring a spot cargo of Liquefied Natural Gas (LNG) on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi. This procurement is specific to the supply of one LNG cargo with a volumetric quantity of approximately 140,000 cubic meters, scheduled for delivery between 20 and 21 June 2026. The tender is issued by PLL, a public sector entity under the Ministry of Energy (Petroleum Division), responsible for managing LNG importation and supply across Pakistan. The technical scope includes the delivery of LNG cargoes meeting the specifications outlined in the Master Sale and Purchase Agreement (MSPA). Bidders must provide detailed technical and commercial offers, including executed MSPA documents, confirmation notices, and evidence of having delivered at least eight LNG cargoes in the past 24 months. The LNG will be delivered via LNG carriers compliant with Port Qasim Authority regulations and PLL's terminal requirements. The contract price will be evaluated based on the lowest US$/MMBtu offered. Eligibility requires bidders to have executed the MSPA with PLL, be registered with FBR and ATL, and demonstrate relevant experience through bills of lading or unloading reports. A bid bond of USD 300,000 is mandatory, with successful bidders required to furnish a performance guarantee of 10% of the contract value. The submission deadline is 17 June 2026 at 1400 hours PST, with bids to be submitted physically at PLL's office in Islamabad. Email submissions are not accepted. A practical tip for bidders is to ensure strict compliance with the technical documentation requirements and timely submission of original MSPA documents if scanned copies are initially submitted. This will avoid disqualification and ensure smooth evaluation. Bidders should also verify the latest Port Qasim Notice to Mariners and terminal regulations to confirm LNG carrier compliance before bidding.
