Supply of LNG Spot Cargo on Delivered Ex Ship Basis at Port Qasim Karachi

Pakistan LNG Limited (PLL) invites bids from qualified LNG suppliers for the supply of one (01) LNG spot cargo on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi. This tender is for Cargo 1 with a delivery window from 04 September 2026 to 08 September 2026. The procurement is managed by PLL's Head of LNG Procurement office in Islamabad. Items being procured: - One LNG cargo with volumetric quantity of 140,000 m3 (+/-5%) - Delivered on a DES basis at Port Qasim LNG terminal or other LNG terminals within Pakistan as advised by PLL The contract structure includes a Master Sale and Purchase Agreement (MSPA) and Confirmation Notice. Bidders must submit technical and commercial bids separately in sealed envelopes. Technical bids must include executed MSPA, Standard Confirmation Notice, evidence of delivery of at least eight LNG cargoes in the last 24 months, and a bid bond of USD 300,000 or swift message for issuance. Commercial bids must specify the contract price in US$/MMBtu for the LNG cargo. Bids must be unconditional and comply fully with the Bid Document terms. The evaluation will be based on the lowest contract price in US$/MMBtu. The successful bidder will be required to provide a performance guarantee of 10% of the contract value. Bids must be submitted by 1400 hours PST on 01 September 2026 at the Petroleum House, Islamabad, either deposited in the bid box or sent by post/courier. Email submissions are not allowed. Eligibility requires PEC registration, evidence of prior LNG deliveries, and compliance with all local laws and terminal regulations. Bidders should carefully review the Bid Document and Annexes, including terminal operating procedures and eligibility criteria. The tender process follows a single stage two envelope procedure with technical bids opened first, followed by commercial bids of compliant bidders.
