Supply of LNG Spot Cargo on Delivered Ex Ship Basis at Port Qasim Karachi

Pakistan LNG Limited (PLL), a public sector entity under the Ministry of Energy (Petroleum Division), Government of Pakistan, invites bids for the supply of Liquefied Natural Gas (LNG) spot cargo on a Delivered Ex Ship (DES) basis. The LNG deliveries will be made at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi, or any other LNG terminal within Pakistan as advised by PLL. This tender is for one cargo with a delivery window from 08 to 12 September 2026. Items being procured: - One LNG cargo of approximately 140,000 m3 (+/-5%) The contract will be governed by a Master Sale and Purchase Agreement (MSPA) and Confirmation Notice. Bidders must submit technical and commercial bids separately in a single stage two envelope process. Technical bids must include evidence of eligibility such as executed MSPA, confirmation notice, proof of delivery of at least eight LNG cargoes in the last 24 months, and a bid bond of USD 300,000. Commercial bids must specify the contract price in US$/MMBtu. The LNG carrier must comply with Port Qasim parameters and terminal regulations. Bidders are responsible for verifying all local conditions, including port and terminal requirements. The contract price will be evaluated on the lowest offered price in US$/MMBtu. Bid validity is until 04 September 2026, 2200 hours PST. Bids must be submitted by 1400 hours PST on 04 September 2026 at the 9th Floor, Petroleum House, G-5/2 Islamabad, either deposited in the bid box or sent by post/courier. Email submissions are not allowed. Technical bids will be opened at 1430 hours PST on the same day, followed by commercial bids of compliant bidders. The successful bidder must provide a performance guarantee of 10% of the contract value.
