Tender Description
The Directorate of Procurement (Navy), Islamabad, invites sealed bids from original manufacturers, authorized distributors, suppliers, and contractors registered with income tax and sales tax departments for the supply of PVMS Dressing and related medical stores. This procurement is specifically for the Pakistan Navy and will be executed through the Directorate of Procurement (Navy) located at Bahria Gate, Near SNID Centre, Naval Residential Complex, Sector E-8, Islamabad.

- PVMS Dressing (22 items as per Annex-A of DP-2)
- Nebulization Sets (Adult, Infant, Paeds)
- Nifedipine 30 mg Tablets
- Abdominal Sponge 4*4 Cotton Craft
- Various Dextrose Water Bags (5%, 10%, 25%)
- Mannitol 0.2
- Ringer Lactate 1000 ML Bags
- Serum Anti-A and Anti-B Vials
- Blood Transfusion Sets
- Arterial Catheters
- CVP Lines (various sizes and lumen configurations)
- Disposable Surgical Drapes (General Surgery and Laparotomy)
The technical scope includes supply of brand new, high-quality medical stores conforming to the PVMS/NIV lists with at least 70% remaining shelf life at delivery. The items must be properly packed, labeled, and comply with national and international standards including GMP and ISO certifications where applicable. Inspection will be conducted by Pakistan Navy Medical Stores Depot at PNS Shifa Karachi and PNS Hafeez Islamabad. Delivery period is from 1st July 2027 to 30th June 2028.
Eligibility criteria require firms to be registered with DGDP or willing to register, possess valid NTN and GST registration, and be on the Active Taxpayers List (ATL) of FBR. Earnest money must be submitted as per tender conditions, with amounts varying by firm registration status. The bidding procedure follows a Single Stage Two Envelope system with separate technical and commercial offers. Technical offers will be evaluated first, and only technically qualified firms will have their commercial offers opened.
The tender closing date is **03 November 2026 at 1030 hours**, with bid opening at 1100 hours the same day. Bids must be submitted in sealed envelopes to the Directorate of Procurement (Navy) at the address provided. Late submissions will not be entertained.
