Tender Description
The Directorate of Procurement (Navy), Islamabad, invites sealed bids from original manufacturers, authorized distributors, and suppliers registered with income tax and sales tax departments for the supply of PVMS Drugs as detailed in the tender documents. This procurement is specifically for the Pakistan Navy Medical Stores Depot and related medical facilities in Islamabad and Karachi.
Items being procured include 27 pharmaceutical products such as Alprazolam 0.5 mg (400,000 units), Bromazepam 3 mg (200,000 units), Midazolam Hydrochloride 5 mg/ml (20,000 units), Escitalopram 10 mg (400,000 units), Fluoxetine 20 mg (70,000 units), Olanzapine 5 mg (90,000 units), Amantadine 100 mg (80,000 units), Levodopa + Carbidopa 250 mg + 50 mg (120,000 units), Gabapentin 300 mg and 100 mg (100,000 and 250,000 units respectively), Lamotrigine 100 mg (50,000 units), Sodium Valproate 500 mg (200,000 units), Procyclidine 5 mg (100,000 units), Ropinirole 0.25 mg and 2 mg (50,000 units each), Antacid and Antiflatulent syrups and capsules, Calcium Acetate 667 mg (220,000 units), Dimenhydrinate in various forms (100,000 ml vial, 35,000 ml suspension, 550,000 capsules), Domperidone 10 mg (700,000 units), Famotidine 20 mg (250,000 units), Hyoscinen Butylbromide tablets and syrup, Metronidazole 200 mg syrup and 400 mg capsules (50,000 and 1,800,000 units respectively).
The technical scope requires compliance with detailed specifications including shelf life, packaging, labeling, and quality standards as per Drugs Act 1976 and PNMSD directives. Delivery is scheduled from 1st July 2027 to 30th June 2028 on a supply order basis. Firms must ensure products have minimum remaining shelf life of 2 years (with some exceptions) and provide replacement guarantees for near expiry stock. Inspection and quality control will be conducted by Pakistan Navy Medical Stores Depot and related authorities.
Eligibility criteria include valid DGDP registration or willingness to register, Active Taxpayers List (ATL) status with FBR, relevant licenses, GMP and ISO certifications, and financial capability. Earnest money is required as per tender conditions, with specific percentages based on firm registration status. Bids must be submitted in a sealed envelope containing three separate sealed envelopes for technical offer, earnest money, and commercial offer, following the Single Stage Two Envelope bidding procedure.

Bids must be delivered to Tender Box No. 206 at DP (Navy) by 21 October 2026 at 1030 hours. Technical offers will be opened the same day at 1100 hours. Late submissions will be rejected.
A practical tip for bidders: Ensure all technical documents, including DP-1, DP-2, DP-3 forms, and annexes, are fully completed, signed, and stamped as per instructions.
