Tender Description
The Auqaf Department Government of Sindh invites online bids on SPPRA EPADS from interested bidders registered with relevant tax authorities and SPPRA EPADS for supply and services related to the celebration of Annual Urs at various shrines across Sindh. The procurement covers essential goods, services, and hiring for multiple shrine locations including Hazrat Masoom Shah at Sukkur, Hazrat Shaikh Sheen Badshah at Sukkur, Hazrat Sadruddin Shah Jillani at Rohari, Hazrat Abdul Karim Shah Bulri, Hazrat Muhammad Makki Shah at Hyderabad, Hazrat Sultan Shah (Manghopir) at Karachi, Hazrat Juman Shah at Karachi, and many others.
Items being procured:
- Supply of essential articles for celebration of Annual Urs at 30+ shrines including Hazrat Masoom Shah, Hazrat Shaikh Sheen Badshah, Hazrat Sadruddin Shah Jillani, Hazrat Abdul Karim Shah Bulri, Hazrat Muhammad Makki Shah, Hazrat Sultan Shah (Manghopir), Hazrat Juman Shah, and others
- Fixing Pena-flex illuminations, decoration, walk-through gates, CCTV system at Hazrat Lal Shahbaz Qalander shrine
- Langer arrangements with crockery for visitors at Hazrat Lal Shahbaz Qalander and Hazrat Sachal Sarmast shrines
- Arrangements for Auqaf Rest Houses at Hazrat Lal Shahbaz Qalander and Hazrat Sachal Sarmast
- Supply of gifts including ladies Jora, Sindhi Ajarak/Topi, and miscellaneous articles
- Provision of pure drinking water 500ml and ice blocks during celebrations
The scope includes supply, installation, and decoration at shrine premises, ensuring quality materials and timely delivery. Bidders must be registered with FBR and Sindh Revenue Board, possess valid NTN and SRB certificates, and be on the Active Taxpayer List. A minimum of 3 years experience with at least 5 purchase orders and Rs. 3 million completed work with government or semi-government entities is required. Earnest money of 5% of the total bid value must be submitted as Pay Order/DD/CD/BG along with a non-refundable tender fee of Rs. 2000 in favor of Chief Administrator Auqaf Sindh.
Bids must be submitted electronically via the SPPRA E-PADS portal and a printed technical proposal in a sealed envelope at the Chief Administrator Auqaf Sindh office in Hyderabad. Late, conditional, telegraphic, or incomplete bids will be rejected. The bid validity period is 90 days from the opening of the technical proposal. In case of government holidays or unforeseen closures, bid submission and opening will be deferred to the next working day at the same time.
One practical tip for bidders: Ensure all mandatory documents including original bid security and tender fee pay order are properly sealed and submitted on the bid opening day to avoid disqualification. Careful adherence to the Single Stage Two Envelope procedure as per SPPRA Rule-46 is essential for successful participation.
