Supply of Shoes for All Pakistan State Oil Locations

Pakistan State Oil Co. Ltd. (PSO) invites qualified suppliers to participate in a Framework Agreement for the supply of shoes for all PSO locations across Pakistan. This procurement is specifically for supplying Black Leather Shoes for non-management staff with white uniforms, Safety Shoes compliant with PPE Directive 89/686IEEC and EN ISO 20345 standards, and Security Shoes with oil and slip-resistant soles and rustproof hardware. Items being procured: - Black Leather Shoes (Premium Cow Leather upper, Twill Cloth lining, PU sole) - Safety Shoes (Low cut, slip resistant, protective toecap, penetration resistant sole) - Security Shoes (6-inch height, synthetic leather, all-weather, front laces, black color) The shoes must meet strict quality standards and be delivered to the Central Store PSO in Karachi on an as-required basis. Samples must be approved by PSO's Industrial Relations Department before delivery. Suppliers must ensure timely delivery with at least 25% of the order delivered within 30 days of purchase order receipt. Failure to mobilize within 3 months may result in PSO procuring from alternate suppliers at the defaulting supplier's cost. PSO reserves the right to adjust quantities during the contract term without price changes. Eligibility requires suppliers to be prequalified and compliant with anti-corruption laws and PPRA regulations. Performance guarantees of 10% of contract value are mandatory. Bidding follows a single stage single envelope procedure with mini-competitions conducted via SAP Ariba. Payment will be made within 30 days of invoice submission after quality and quantity verification. The contract term is three years with no extensions. Quality inspections and random sampling will be conducted by PSO. Non-compliance or substandard supplies may lead to penalties, including up to 10% deduction of consignment value and cancellation of purchase orders after three notices.
