Tender Description
The Sialkot Material Testing Laboratory (SIMTEL) in Sialkot is procuring a comprehensive package involving the supply of advanced laboratory machinery, a solar power system, and renovation works for its mosque and guard room. This tender covers two main lots: the first includes supply and installation of laboratory equipment such as an Optical Emission Spectrometer (OES), Digital Rockwell Hardness Tester, Argon Purifier, Stabilizers, and a 10KW Solar System with Lithium Batteries. The second lot involves civil and electrical renovation works including dismantling, masonry, plastering, electrical wiring, plumbing, woodwork, landscaping, and parking tile work at the SIMTEL site.
The technical scope is detailed and extensive. The laboratory machinery must meet international standards with specific features like dual optical paths, automatic self-focusing, and advanced software for the OES. The solar system is a hybrid 10KW setup with lithium batteries, capable of grid-tied and off-grid operation. Renovation works include brick masonry, plastering, tempered glass doors and windows, gypsum board ceilings, electrical installations, telephone and computer networking, plumbing, woodwork, water boring, and landscaping. All works must comply with the specifications and drawings provided.
Eligible bidders must be registered with the Income Tax and Sales Tax Departments, be on the Active Taxpayers List of the Federal Board of Revenue, and have a minimum annual turnover of Rs. 100 million with at least 5 years of relevant experience. Bidders must not be blacklisted and should provide NTN and Sales Tax registration certificates. A bid security of 2% of the bid amount is required in the form of a bank guarantee or demand draft.
The bid submission deadline is 10:00 AM on June 22, 2026, at the office of the Project Manager, Sialkot Material Testing Laboratory, Marala Road Near Sublime Chowk, Sialkot. Bids will be opened the same day at 11:00 AM. A pre-bid meeting is scheduled for June 10, 2026, at 10:00 AM at the same location. Bidders are advised to attend for clarifications.
A practical tip for bidders is to carefully review the detailed technical specifications and ensure all required documents, including technical datasheets, NTN, and Sales Tax certificates, are complete and submitted timely. Early preparation of the bid security and adherence to the single stage one envelope procedure will help avoid disqualification. Also, visiting the site before bidding is recommended to understand the renovation scope fully.
This tender offers a significant opportunity for qualified firms to engage with a reputable laboratory in Punjab, combining supply of high-tech equipment with civil and electrical works under one contract. The department emphasizes compliance with PPRA rules and expects bidders to submit their best and final prices as no negotiations will be entertained.
