Tender Description
Sukkur Electric Power Company (SEPCO) invites sealed and electronic bids from eligible firms, manufacturers, and bidders for the supply of Single-Phase AMI Meters and Bill Printing Forms. The procurement is for the Regional Store SEPCO Rohri & Larkana, Sukkur city, Sindh province. Items being procured:
- Bill Form (General Batches): A5 Size Indonesia Made Wood-Free High Finished Offset Paper, 80 GSM, 02 A5 Bills printed on 01 A4 sheet as per sample (3,600,000 sheets, 7,200,000 total sheets, 1800 boxes of 2000 sheets per box)
- Bill Form (MDI Batches): A5 Size Indonesia Made Wood-Free Finished Offset Paper, 80 GSM, 02 A5 Bills printed on 01 A4 sheet as per sample (360,000 sheets, 720,000 total sheets, 180 boxes of 2000 sheets per box)
- Single Phase AMI Smart Energy Meters (30,000 units)
The technical scope includes supply of high-quality AMI meters and bill forms meeting the specified standards. Bidders must be prequalified manufacturers registered with NTDC/WAPDA/PPMC/DISCO and registered with Income Tax and Sales Tax authorities. They must also be listed on the Active Taxpayers List (ATL) of FBR. The procurement process will be conducted under PPRA Rule 36 (a) using the Single Stage-One Envelope Procedure on an FCS basis with free delivery to consignee's store.
Key dates include bid submission by 10th September 2026 at 10:30 AM and bid opening on the same day at 11:00 AM for bill forms, and submission by 10th September 2026 at 10:30 AM with opening at 12:00 PM for AMI meters. Bids must be submitted electronically via EPADS v2.0 portal (https://epads.gov.pk). Earnest money in the form of fixed bid security must accompany bids. Manual bids are not accepted. A pre-bid meeting is scheduled for 1st September 2026 at 11:30 AM at Committee Room SEPCO Head Quarter Sukkur.
