Tender Description
The District Officer Social Welfare, Special Education and Women Empowerment Department District Orakzai invites sealed tenders from Sales Tax registered, Income Tax registered, and PEC registered firms or authorized suppliers/contractors with relevant experience in Solar Systems for the supply of a Solar Energy System for DWSS in deserving communities in District Orakzai. This procurement is valued at **PKR 11.408 Million** and aims to enhance solar energy infrastructure within the district.

The technical scope includes supply and installation of solar energy systems suitable for drinking water supply schemes (DWSS) in remote and deserving communities. Bidders must ensure compliance with quality standards and provide systems that meet the required specifications for sustainable energy solutions.
Eligibility criteria are stringent: firms must hold valid PEC registration category C-6 or above with specializations EE-04, EE-11 (Solar), CE-09, and CE-10 codes. Additionally, registration with Income Tax Department (Active NTN), Sales Tax Registration (STRN Operative), SECP, Khyber Pakhtunkhwa Revenue Authority (Active Tax Payer), and a valid Electric Contractor License (Class-E) issued by the Inspectorate of Electricity, Energy & Power Department Khyber Pakhtunkhwa are mandatory. Quality Management System certification ISO-9001 or equivalent is also required.
The tender follows a single-stage two envelopes bidding procedure with separately sealed Technical and Financial proposals as per KPPRA Rules 2014. Earnest money in the form of a call deposit at 2% of the quoted rates must accompany the bid documents in favor of the Deputy Commissioner District Orakzai. All applicable taxes will be deducted as per government rules. Price fluctuations will not affect the quoted rates.
Sealed tenders must reach the office of the Deputy Commissioner District Orakzai before **11:30 AM on 24/08/2026**. The tender opening will occur the same day at 12:00 PM. In case of holidays or unavoidable circumstances, the opening will be deferred to the next working day at the same time.
