Supply of Stationery and Computer Toners for Ministry of National Food Security and Research Islamabad

The Ministry of National Food Security and Research (M/o NFS&R) invites electronic bids via the e-Pak Acquisition & Disposal System (EPADS) from reputable firms, general order suppliers, original manufacturers, authorized dealers, and stationers registered with Income & Sales Tax Departments and active on the FBR Active Taxpayers List (ATL). The procurement is for an annual running contract on an 'as and when required' basis for the Financial Year 2026-27, starting from the contract award date up to 30-06-2026, extendable until the next tender finalization. Items being procured: - Purchase of Stationery items - Purchase of Computer Stationery i.e. Toners for Printers, Photocopiers and Fax Machines - Purchase of Other / Miscellaneous items The contract covers supply of stationery and computer consumables to the Ministry's offices in Islamabad and Rawalpindi. Bidders must have their own offices, shops, or stock in these cities and must sign framework agreements post bidding. The procurement follows a single stage one envelope procedure as per Rule 36(a) of the Public Procurement Rules, 2004. Eligibility requires registration with Income & Sales Tax Departments, ATL status, and submission of bid security/earnest money not exceeding 5%, amounting to Rs. 300,000 in the form of Pay Order or Demand Draft in favor of SO (GA), M/o NFS&R. Bids must be submitted electronically through EPADS 2.0; no manual bids will be accepted. Additionally, a hard copy of the bid documents must be physically submitted in Room No. 412, 4th Floor, B-Block, Pak Secretariat, Islamabad by the closing date and time. The closing date for bid submission is **October 5, 2026 at 11:00 A.M.** Bids will be opened on the same day at 11:30 A.M. in the presence of bidders or their representatives in the Office of Section Officer (GA), Room No. 412, 4th Floor, Ministry of NFS&R, Pak Secretariat, Islamabad. Quoting abnormal rates will lead to disqualification. The procuring agency reserves the right to accept or reject any or all bids as per Rule 33 of the Public Procurement Rules, 2004.
