Tender Description

The Directorate of Procurement (Navy) located near SNIDS Centre, Naval Residential Complex, Rawalpindi invites bids for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is aimed at fulfilling the operational and logistical needs of the Pakistan Navy through a transparent tendering process. Items being procured: - Stores - Equipment - Services Bidders must submit their proposals in a sealed envelope containing three separate sealed envelopes: one for the Technical Offer in duplicate, one for Earnest Money, and one for the Commercial Offer. The Technical Offer must include documents such as Bank Challan, DP-1 and DP-2 Forms of IT, Annexes A, B & C, Manufacturer Authorization letter, Price list, DGDP Registration Letter, and Tax Filing Proof. Earnest Money must be submitted separately as per the tender requirements. The Commercial Offer should include the firm's commercial offer, principal invoice, and duly filled DP-2 Form of IT. The tender process is governed by PPRA Rules-2004 and DPP&I-35 (Edition 2024). Bidders must be registered or willing to register with DGDP and comply with all technical and financial requirements. The tender validity period is 120 days from the date of opening of the commercial offer or 30th June, whichever is later. Earnest Money and Bid Security requirements vary based on firm registration status. Tender documents must reach the Directorate of Procurement (Navy) by the specified date and time in the Schedule to Tender. Late submissions will not be entertained. Tender opening will be conducted as per the schedule, with commercial offers opened only if the technical offer is acceptable.
