Tender Description
The Directorate of Procurement (Navy) invites qualified firms to tender for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is managed through the Directorate of Procurement (Navy) located near SNIDS Centre, Naval Residential Complex, accessible through Bahria Gate.
Items being procured:
- Stores
- Equipment
- Services
The tender requires submission of three sealed envelopes: one for the technical offer in duplicate, one for earnest money, and one for the commercial offer. The technical offer must include various documents such as bank challans, DP forms, manufacturer authorization letters, price lists, DGDP registration letters, tax proof, and affidavits for provisional registration if applicable. Earnest money must be submitted separately as a Call Deposit Receipt (CDR) in favor of CMA (DP), Rawalpindi. The commercial offer should clearly indicate prices, taxes, duties, freight, insurance, and other charges.
Firms must comply with PPRA Rules 2004 and DPP&I-35 (Edition 2024) and be registered or willing to register with DGDP. The tender documents specify detailed conditions governing contracts, validity of offers, withdrawal of offers, and provision of documents in case of contract award. The tender will be opened as per the schedule, with technical offers opened first followed by commercial offers for technically accepted bids.
Eligibility includes DGDP registration, financial and technical capability, and submission of required documentation. Earnest money rates vary based on firm registration status, with maximum ceilings specified. Tender submissions must be sealed and addressed to the Directorate of Procurement (Navy) through Bahria Gate.
The tender does not specify a closing date; bidders should confirm deadlines from the Directorate. A practical tip for bidders is to ensure all technical and commercial documents are properly sealed and clearly marked to avoid rejection. Early submission is advised to avoid delays and ensure participation in the tender opening.
