Supply and Technical Support of SOAR Solution

The SBP Banking Services Corporation (SBP BSC) Karachi is procuring a comprehensive Security Orchestration, Automation, and Response (SOAR) solution including software license, OEM backed maintenance, and technical support services. This procurement is specific to Karachi and aims to enhance the security operations of the Procuring Agency by automating incident response, threat management, and vulnerability handling. The scope includes delivery, installation, configuration, and operational acceptance of the SOAR solution with 24x7x365 OEM backed support for one year. The technical scope covers on-premises deployment, user management with role-based access control, audit trails, incident lifecycle management, threat intelligence integration, automation playbooks, and extensive integrations with SIEM, EDR, NDR, firewalls, and other security tools. The supplier must provide training to 10 SBP officials and ensure smooth operational acceptance with a one-month smooth operation period. The solution must be scalable, support multi-factor authentication, and provide customizable dashboards and reporting. Eligibility criteria require bidders to be OEMs or authorized partners with verifiable deployment experience in at least five organizations over the last three years. Bidders must have a service/support office in Pakistan, trained technical resources, and a minimum annual turnover of PKR 30 million in the last three financial years. Registration with FBR and ATL listing is mandatory. The bid security is PKR 400,000 and must be submitted by the closing date. The submission deadline is Wednesday, 17 June 2026 at 11:00 AM via EPADS only. Technical and financial proposals must be submitted separately as per the Single Stage Two Envelope procedure. The bid validity period is 140 days. The contract will be awarded to the lowest evaluated compliant bidder. The performance guarantee is 5% of the contract price. Payments will be made in PKR after operational acceptance and training completion.
