Hiring Consultants for Study and Assessment of HESCO Transmission and Distribution Technical Losses 2025-2026

**Hyderabad Electric Supply Company (HESCO)** invites eligible consultants and consulting firms to submit proposals for a consultancy assignment covering the study and assessment of transmission and distribution technical losses across the HESCO network during 2025-2026. The assignment will be financed from HESCO budgetary resources and performed across its jurisdiction in Sindh, including Hyderabad, Matiari, Tando Allah Yar, Nawab Shah, Tando Mohammad Khan, Sanghar, Badin, Mirpur Khas, Sujawal, Umerkot, Thatta, Tharparkar and Jamshoro. The mandatory item is: Position 1, Hiring of Consultants for Study and Assessment of Transmission and Distribution Technical Losses of HESCO Networks for 2025-2026; quantity 1/job; schedule 270 days; delivery address Room No. 220, WAPDA Offices Complex, HESCO HQs, Hussainabad, Latifabad, Hyderabad; bid security **PKR 3,050,000**. The technical scope includes load-flow studies for 132 kV, 66 kV, 33 kV, 11 kV and 400/230 V levels, segregation of technical and non-technical losses, GIS-based modelling, assessment of distribution transformers, LT networks, service cables, DER and solar net-metering impacts, benchmarking, loss-reduction planning and regulatory support before NEPRA. Consultants must be registered on EPADS v2.0 and possess relevant professional, tax and regulatory registrations. Local firms require valid ATL status, PEC certificate for 2026-27, applicable software licences, relevant experience, qualified key experts, audited financial records and certificates confirming no blacklisting or material litigation. Joint ventures may comprise up to three members and must provide a valid agreement and power of attorney. Proposals must be prepared in English under the QCBS method. Technical and financial proposals shall be submitted online through EPADS v2.0 no later than **September 3, 2026 at 11:00 AM**. Proposals will open electronically on **September 3, 2026 at 11:30 AM**. Manual RFP submission is not permitted, although the original bid security must reach the HESCO address stated above.
