Third Party Evaluation and Feasibility Study of Naran Site for Meteorological Observatory and Bachelor Hostel Construction

The Pakistan Meteorological Department (PMD), Regional Meteorological Centre (RMC) Peshawar, is inviting prequalified firms to submit technical and financial proposals for the third party evaluation and feasibility study of the Naran site. This project is part of the PSDP initiative titled Construction of meteorological observatory at Naran and Bachelor Hostel for operational staff at Balakot. The procurement is managed by the Regional Meteorological Centre located on Khyber Road, Peshawar. Items being procured: - Evaluation/Feasibility study of Naran site - Construction of meteorological observatory at Naran - Construction of Bachelor Hostel for operational staff at Balakot The scope involves a detailed technical and financial assessment of the Naran site for suitability and feasibility, followed by construction planning for the observatory and hostel facilities. The project requires firms with relevant experience in meteorological infrastructure evaluation and construction consultancy. Firms must be prequalified and registered with FBR and ATL, and should possess the appropriate PEC category for consultancy services. Bids must be submitted through the E-PAD system on a single stage two envelope basis by 13th August 2026 at 1100 hours. The technical and financial bids will be opened the same day at 1130 hours in the presence of bidders or their authorized representatives at the office of the Director, Regional Meteorological Centre, Peshawar. A bid security of 2% of the bid cost in the form of CDR is mandatory and must be submitted both scanned with the technical bid and physically before the deadline. The Director RMC reserves the right to reject any or all proposals in accordance with PPRA rules. Payment will be processed after successful completion of the task through AGPR Peshawar. Bidders are advised to ensure all government taxes are included in their bid cost and to avoid any incomplete or conditional submissions to prevent disqualification. A practical tip for bidders is to carefully follow the E-PAD submission guidelines and ensure timely submission of both scanned and original bid securities to avoid disqualification. Early preparation of technical and financial documents aligned with the detailed eligibility criteria will enhance the chances of success.
