Tender Description
The Sindh People's Housing for Flood Affectees (SPHF) invites qualified firms to provide training services for Capacity Enhancement and Sensitization on Gender Related Safeguards in Karachi, Sindh. This procurement is part of the Sindh Flood Emergency Housing Reconstruction Project (SFEHRP) funded by the Government of Sindh. The assignment involves designing and delivering a comprehensive Training of Trainers (ToT) program to equip Social Organizers with skills to conduct community awareness sessions on Menstrual Hygiene Management (MHM) and Gender-Based Violence (GBV). The scope includes development of a ToT manual, facilitator's guide, IEC materials, training design, M&E tools, conducting two 3-day workshops in Hyderabad and Sukkur districts with approximately 40 participants each, post-training mentoring sessions, and submission of detailed reports and final materials. The training aims to build knowledge, address stigma, and promote safe practices through culturally sensitive and participatory methods. Eligibility requires firms to have at least five years of relevant experience, completion of two similar contracts in Sindh, FBR/SRB registration, and an average annual turnover of PKR 5 million. Bids must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) by 04th September 2026 at 11:00 AM. Original bid security of PKR 50,000 must be delivered to SPHF's office at Bungalow # 20 Block 7/8, Modern Cooperative Housing Society, Tipu Sultan Road Karachi before the closing date. - Development of Training of Trainers (ToT) Manual on MHM and GBV
- Development of Facilitator's Guide for community sessions
- Development of standardized IEC materials
- Preparation of training design, agenda, and participant handouts
- Development of Monitoring and Evaluation tools
- Conducting two ToT workshops (3 days each) in Hyderabad and Sukkur
- Submission of training completion report
- Two virtual post-training mentoring sessions
- Submission of final training and communication materials
The training will be conducted in Hyderabad and Sukkur districts with 35 participants per session. The firm must provide a team including a Master Trainer and a Reproductive Health Expert with relevant experience. The total duration of the assignment is six months.
