Tender Description
The Regional Directorate of Food Karachi invites bids for the transportation of imported wheat bags for the year 2026-27. This contract covers the lifting and shifting of wheat bags from Port Qasim and Karachi Port Trust (KPT) to designated Food Godowns and PRCs within Karachi Region. The contract period extends up to 28-02-2027 or any earlier date specified by the procuring agency.
Items being procured:
- Transportation of 2,000,000 bags (101 kg each) from Port Qasim to Food Department Godowns/PRCs Karachi Region
- Transportation of 1,000,000 bags (101 kg each) from Karachi Port Trust (KPT) to Food Department Godowns/PRCs Karachi Region
The scope includes loading, unloading, proper stacking of bags up to 15 to 18 bags high, collection, sweeping, and stitching of torn or slack bags including the cost of sutli. The weight of bardana (bags) will not be charged separately. The contractor is responsible for lifting the correct number of bags on a 100% weighment basis and ensuring delivery to designated in-charges. All en-route shortages or losses will be recovered from the contractor's bills or security deposit.
Eligibility criteria require bidders to have at least five years of experience in transportation of wheat or similar commodities, possess a minimum fleet of 200 vehicles registered in the firm's name, and demonstrate a daily lifting capacity of at least 5000 metric tons. Bidders must be registered with FBR and Sindh Revenue Board and provide all mandatory legal documents including NTN, SST, registration certificates, bank statements showing turnover not less than Rs. 1000 million over the last three years, and affidavits regarding blacklisting and contract obligations.
Bid security amounting to Rs. 7.5 million must be submitted electronically through the SPPRA EPADS portal. The bid validity period is 90 days from the date of bid opening. The contract includes provisions for penalties up to 8% of transportation charges for failure to meet targets and demurrage charges as imposed by TCP or port authorities.
Bids must be submitted through E-PADS by 16-10-2026 at 11:00 A.M. The opening of bids will take place on the same day at 11:30 A.M. at the office of the Deputy Director Food Sindh, located at Sindh Government Godown No. 03, Landhi, Zafar Town, Karachi.
A practical tip for bidders: Ensure all required legal documents and bid security are submitted timely and correctly through the EPADS portal to avoid disqualification. Also, maintain adequate vehicle and labor availability to meet daily lifting targets and avoid penalties.
