Transportation of PASSCO Wheat from Various Districts of Sindh to Karachi Region

The Regional Directorate of Food Karachi Region invites bids for the transportation of PASSCO wheat from various districts of Sindh to Karachi Region for the fiscal year 2026-27. This tender is issued under the E-Pak Acquisition & Disposal System (EPADS) and follows a Single Stage Two Envelope Procedure. Items being procured: - Transportation of 311,740 bags of wheat from various PASSCO centers in Sukkur District (Passco Khairpur Zone) to Godowns/PRCs of Karachi Region - Transportation of 905,260 bags of wheat from various PASSCO centers in Khairpur District (Passco Khairpur Zone) to Godowns/PRCs of Karachi Region - Transportation of 82,980 bags of wheat from various PASSCO centers in Naushahro Feroze District (Passco Khairpur Zone) to Godowns/PRCs of Karachi Region The scope includes loading, unloading, and safe transportation of wheat bags with proper stacking at the centers and godowns. The contractor is responsible for all losses or damages and must comply with safety measures against weather, theft, and accidents. Bidders must be registered with FBR and/or SRB for Income Tax, Sales Tax, and Services Tax and be on the Active Tax Payer list. Experience of handling 35,000 to 40,000 metric tons of wheat or similar capacity over the last 3 years with any government or established organization is required. Earnest money in the form of bid security must be submitted electronically via the SPPRA EPADS Portal and physically at the Deputy Director Food Karachi Region office. The bid security amounts are Rs. 2,091,682 for Sukkur District, Rs. 5,786,603 for Khairpur District, and Rs. 485,342 for Naushahro Feroze District. The deadline for bid submission is 28-09-2026 at 02:00 PM, with bid opening at 02:30 PM the same day. Bidders should ensure all documents including CNIC copies, FBR NTN, SRB registration, financial turnover proof, and experience certificates are complete. The contractor must sign all tender pages and submit performance security at 5% of contract value. The Deputy Director Food Karachi Region reserves the right to reject any or all bids without liability.
