Transportation Services for Coal from Thar to 660MW CFPP Jamshoro

Jamshoro Power Company Limited (JPCL) invites bids for long-term transportation services for coal from X-Mines Loading Point in Thar to the 660MW Coal Fired Power Plant (CFPP) Jamshoro. The contract duration is one year with possible extension. The procurement is for transportation services on aggregate charges Rs. per ton basis, including loading at mine, weighment at origin and destination, transportation via hydraulic covered trucks, unloading at CFPP Jamshoro coal yard, and compliance with safety and environmental guidelines. Items being procured: - Transportation of Thar Lignite Coal - Hydraulic lever trucks with >30 MT capacity - Coordination for loading and unloading - Daily movement updates and logistics records - Compliance with environmental and safety regulations The scope includes mobilization of fleet, coordination with SSRL/SECMC mines, safe and secure transportation, and maintenance of documentation. The transporter must have a minimum fleet of 50 hydraulic dump trucks, valid licenses, GPS tracking, tarpaulin covers, and meet environmental and safety standards. Eligibility requires financial soundness with minimum annual turnover of PKR 10 million, at least 5 years of relevant experience, valid registrations including FBR, SRB, NTN, and SEPA NOC, and no blacklisting. The bid security is Rs. 1 million and performance guarantee Rs. 10 million. Bids must be submitted online via EPADS and hard copy to Manager Procurement, TPS Jamshoro by 16-07-2026 at 1100 Hrs. Technical and financial proposals will be evaluated on least cost basis with 70% technical threshold. The contract includes fuel price adjustment formula with 50% fixed and 50% variable linked to OGRA notified HSD prices.
