Upgradation of NDMA Warehouses including Civil, Electrical, Plumbing, Solar Systems, UPS and Furniture

The National Disaster Management Authority (NDMA), Islamabad, is procuring comprehensive upgradation works for its warehouses located in Islamabad and Karachi, including the construction of prefabricated offices at nine warehouse locations: Islamabad, Jamshoro, Sukkur, Quetta, Muzaffargarh, Lahore, Jalozai, Muzaffarabad, and Gilgit. This project involves multiple disciplines including civil, electrical, plumbing, solar power systems, UPS installations, and supply of furniture and office equipment. Items being procured: - Container (40'x16'x10') EPS panel rooms (5 units) - EPS paneling 50 mm thick for internal works (5,460 sq ft) - Aluminum windows powder-coated (320 sq ft) - PCC concrete 1:4:8 (36 cu ft) - Brick masonry 9"x4.5"x3" (640 cu ft) - Cement sand plaster 1/2" thick (650 sq ft) - Electrical wiring complete inside containers (5 jobs) - Ceiling fans (15 units) - Exhaust fans (10 units) - Air conditioners 2 ton (4 units) - Washroom accessories and plumbing (7 jobs) - Room doors (15 units) - Office tables with side racks and chairs (1 set) - Office chairs (6 units) - Centre tables (1 unit) - Steel file racks (1 unit) - Wooden beds with side tables (12 units) - Mattresses and pillows (12 units) - Bed sheets and pillow covers (24 units) - Wooden wardrobes (4 units) - Tea sets, melamine dinner sets, cutlery, water glass jug sets, serving trays, electric kettles, tea making pans, thermos flasks, water dispensers (various units) - Prefabricated EPS panel offices (8 units) - Additional civil works including plaster, painting, waterproofing, tiles, gypsum ceilings, roof treatment, and landscaping - Solar hybrid systems (6 kVA with 5 kW battery backup) at multiple locations - UPS systems with lithium batteries at Islamabad, Karachi, Muzaffargarh, Lahore The technical scope includes supply, fabrication, installation, testing, and commissioning of all items listed, with strict adherence to quality standards and specifications. The project requires PEC C4 or above contractors with specialization codes CE10, BC01, EE02, and a minimum of 8 years of experience in civil construction works. Bidders must be registered with FBR, on the Active Taxpayer List, and provide audited financial statements showing an average turnover of Rs. 500 million or above for the last three years. Key dates include the bid submission deadline on **July 27, 2026 at 11:00 AM** through EPADS v2.0, with bid opening at 11:30 AM the same day. Manual bids will not be accepted. The bid security amount is Rs. 2,938,225 in the form of Pay Order, Demand Draft, or Bank Guarantee. Performance security of 10% of contract price is required within 14 days of Letter of Acceptance. The contract duration is 90 days from the date of commencement. The bid evaluation will follow Quality and Cost Based Selection (QCBS) with a 70% technical passing mark. The contract will be awarded to the lowest evaluated responsive bidder.
