Upgradation, Rehabilitation and Construction of Shaheed Zulfiqar Ali Bhutto Sports Ground at Gidu Chowk, Hyderabad

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms for the upgradation, rehabilitation and construction of Shaheed Zulfiqar Ali Bhutto Sports Ground at Gidu Chowk, District Hyderabad. The procurement is conducted under Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended) using Single Stage – Two Envelope Procedure. Items being procured: - Upgradation, rehabilitation and construction of Shaheed Zulfiqar Ali Bhutto Sports Ground at Gidu Chowk The scope includes excavation, cement concrete works, RCC works, fabrication of mild steel reinforcement, centering and shuttering, masonry, plastering, painting, flooring with porcelain tiles and marble, woodwork for doors and windows, electrical wiring and fittings, water supply and sanitary installations including water tanks, and other related civil works. The contract duration is 24 months. Eligibility criteria require valid PEC registration with relevant codes, NTN certificate with active FBR status, Sindh Electrical Contractor License, Sindh Employees' Social Security Institution certificate, SRB registration, ISO certifications (9001, 14001, 45001), affidavit of no blacklisting, and technical proposal submission. Tender fee of Rs. 5,000/- and bid security of 2% of estimated cost in the form of bank guarantee are mandatory. Bids must be submitted electronically via the SPPRA E-Procurement System (EPADS) with scanned copies of tender fee and bid security. Original tender fee and bid security must be submitted physically before bid opening. Bids will be opened on 30-OCT-2026 at 12:00 noon at Hyderabad Municipal Corporation office. The procuring agency reserves the right to reject any or all bids and cancel the procurement process as per SPPRA rules. Bidders are advised to ensure all documents are clear, authentic, and verifiable. Technical evaluation will be based on a point system with minimum qualifying marks of 80 out of 100.
