Tender Description
The Collectorate of Customs Enforcement (Revenue Division/Federal Board of Revenue (FBR)) Lahore is procuring comprehensive uplifting and renovation works for the Custom House located at Nahba Road, Lahore. This project involves extensive interior and exterior construction works aimed at enhancing the operational efficiency, structural integrity, safety, and aesthetics of the facility. The scope includes dismantling of damaged masonry and finishes, civil repair works including PCC/RCC, roof waterproofing, flooring repairs with tiles, marble and granite, false ceiling installation, wall paneling, carpentry, electrical and plumbing maintenance, anti-termite treatment, and complete site cleaning and handover.
The technical scope requires a qualified contractor with PEC registration in Constructor's Category C-4 or above, valid FBR and Sales Tax registration, and financial soundness demonstrated by audited statements for the last three years. Experience in similar large-scale building projects with a minimum contract value of Rs. 50 million is mandatory. The contractor must submit detailed technical and financial proposals through EPADS v2.0, including method statements, mobilization schedules, and construction schedules prepared in Primavera.
Key dates include the bid submission deadline on Wednesday, May 6, 2026, at 12:00 PM, with bid opening at 2:30 PM the same day. Bids must be submitted electronically via EPADS v2.0, and bid security of Rs. 3,500,000 is required. The contract performance guarantee is 10% of the contract price. The project completion is expected by June 30, 2026, with strict adherence to approved drawings and specifications.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully prepare the technical proposal to meet the minimum 45 marks threshold, as the evaluation uses a Quality and Cost Based Selection (QCBS) method with 60% weightage on technical and 40% on financial proposals. Non-compliance with submission requirements or incomplete documentation may lead to disqualification. Early site visits and thorough understanding of the scope will aid in preparing a competitive and compliant bid.
