Vehicle Mounted Ambient Air Quality Monitoring Station Procurement

The Environmental Protection Agency (EPA), Government of Khyber Pakhtunkhwa, invites sealed electronic bids through EPADS only from eligible firms for the purchase of Vehicle Mounted Ambient Air Quality Monitoring Station under the ADP Scheme titled: SHIFTING OF EPA LABORATORY TO PAKISTAN FOREST INSTITUTE AND ESTABLISHMENT OF 3 REGIONAL LABORATORIES AT ABBOTABAD, MINGORA, AND D.I. KHAN. Items being procured: - Vehicle Mounted Ambient Air Quality Monitoring Station This procurement is aimed at enhancing the air quality monitoring capabilities of the EPA by equipping a vehicle with advanced ambient air quality monitoring instruments. The project involves shifting the EPA laboratory to the Pakistan Forest Institute and establishing three regional laboratories in Abbottabad, Mingora, and D.I. Khan, expanding the environmental monitoring network across Khyber Pakhtunkhwa. Bidders must be registered with FBR (NTN & GST), KPRA, and be on the Active Taxpayers List. They must demonstrate sufficient financial, technical, and human resources capacity to fulfill the contract requirements. Bids shall be submitted in both electronic and physical form as follows: - Electronic submission (mandatory): Complete bid (Technical + Financial) must be uploaded on EPADS on or before 30 September 2026, 10:00 AM. Only electronically submitted bids will be accepted for opening through the EPADS system. - Physical/hard copy submission (mandatory): One original hard copy of the complete bid containing Technical Proposal (in a separate sealed envelope clearly marked TECHNICAL PROPOSAL) and Financial Proposal (in a separate sealed envelope clearly marked FINANCIAL PROPOSAL). Original Bid Security (CDR @ 2%) in favor of Director General, Environmental Protection Agency (EPA-KP) must be included. Late bids, incomplete bids, or bids received only in one form (either electronic or physical) shall be rejected. Technical bids will be opened on the same day, 30 September 2026 at 11:00 AM in the presence of bidders' representatives who choose to attend. For bidders, a practical tip is to ensure strict compliance with both electronic and physical submission requirements to avoid disqualification. Timely uploading on EPADS and proper marking of envelopes for physical submission are critical for acceptance.
