Supply, Installation, Testing and Commissioning of Walkthrough Gates at SBP Banking Services Corporation Field Offices

The SBP Banking Services Corporation (BSC) (General Services Department) invites sealed bids from eligible bidders for the supply, installation, testing and commissioning of Walkthrough Gates at its field offices located in Peshawar, Islamabad, and Muzaffarabad. This procurement is planned for the financial year 2026-27 and will be conducted through the National Single Stage-Two Envelope procedure using the Least Cost Based Selection (LCBS) technique. Items being procured: - Walkthrough Gate at SBP BSC Peshawar Office (Quantity: 1) - Walkthrough Gate at SBP BSC Islamabad Office (Quantity: 1) - Walkthrough Gate at SBP BSC Muzaffarabad Office (Quantity: 1) The gates must feature multi-zone detection with a minimum of 30 distinct zones per panel covering left, center, and right detection areas. They should have one-touch self-diagnostic capability, persons counter with forward, reverse, and bi-directional counting, bright LED/LCD display, red/green traffic lights, and visual/audible alarm indicators. The exterior size should be within specified dimensions, operate in temperatures from -10°C to 60°C, and withstand humidity from 10% to 95%. Weatherproofing must be at least IP55. Security features include 3-level password and hardware key access protection. Power supply requirements are 100–270 VAC ±10%, 50/60 Hz. Compliance with TSA/ECAC 2.1 / STAC certification and health/EMF safety standards is mandatory. A 5-year parts replacement warranty must be provided on OEM letterhead. Bidders must be OEMs or authorized agents with at least three years of experience supplying similar equipment in Pakistan, have an annual turnover of at least PKR 15 million in any of the last five years, and have at least one OEM-trained technician. Registration with FBR and active taxpayer status is required. Blacklisted bidders are disqualified. Bids must be submitted electronically via EPADS v2.0 by Wednesday, October 21, 2026 at 11:00 AM. Original bid security must be physically submitted to the SBP BSC office in Karachi before the deadline. Technical bids will be opened on the same day at 11:30 AM via EPADS. Manual submissions are not accepted. The contract includes installation, testing, commissioning, and all incidental activities to make the gates fully operational. The performance guarantee is 10% of the contract price, valid until 30 days after the warranty period. Liquidated damages apply for delays at 0.5% per week up to 10% of contract value.
