Tender Description
The Lahore Electric Supply Company (LESCO) (Material Management) invites bids for the provision of WAN Secondary Internet CIR Connectivity for remote SD-WAN sites and MPLS Secondary Data Connectivity between the Data Center and Disaster Recovery Site located in Lahore. This procurement covers the supply, installation, configuration, maintenance, and support of dedicated internet bandwidth and MPLS data connectivity services with redundancy and DDOS protection to ensure high availability and business continuity.
Items being procured:
- Secondary Internet Connectivity CIR Services for 78 remote SD-WAN sites (347 Mbps each)
- Secondary Internet DDOS Protected Connectivity Services (CIR) for Data Center PR Site (520 Mbps)
- Secondary Internet DDOS Protected Connectivity Services (CIR) for Data Center DR Site (350 Mbps)
- Secondary MPLS Data Connectivity CIR Services between Data Center & DR Site (250 Mbps)
- 92 Live IP Addresses for PR and DR sites
- One-Time Cost for Deployment per site (78 sites)
The scope includes deployment at the Data Center (132 Kva Ghazi Grid Station, Barki Road Lahore) and Disaster Recovery site (22-A Queen's Road Lahore) prior to remote site deployment. The bidder must provide a detailed project plan and complete installation within 90 days of purchase order issuance, with 41 priority sites to be deployed within 60 days. All public IP addresses must be allocated from IANA-designated ranges through the appropriate Regional Internet Registry (RIR). The bidder is responsible for BGP configuration, route filtering, and compliance with global routing standards.
The contract period is initially one year with a provision for extension up to three additional years upon mutual consent. The bidder must provide 24x7 onsite and remote support, including two resident engineers at the NOC for operational support. Maintenance includes last mile connectivity, troubleshooting, and replacement of faulty WAN devices at no extra cost. The service provider must ensure DDOS attack prevention and maintain network availability of 95% for remote sites and 99% for PR and DR sites, with penalties up to 10% per site per quarter for SLA non-compliance.
Bidders must be registered with FBR, active taxpayers, hold valid licenses, and have at least 15 years of experience in industry-grade internet service implementation. Submission of bids is through EPADS v2.0 only, with bid security and performance guarantee required as per bidding documents. The deadline for bid submission is Tuesday, October 20, 2026, at 10:30 AM, with electronic bid opening at 11:00 AM the same day.
Bidders are advised to carefully review the detailed terms, conditions, and technical specifications available on the EPADS portal and LESCO website. Manual bid submissions will not be entertained.
