Tender Description
Pakistan Tobacco Board (PTB), Ministry of National Food Security & Research, Government of Pakistan, invites sealed and electronic proposals from eligible national and international firms for the design, development, supply, installation, integration, testing, commissioning, deployment, operation, maintenance, and technology transfer of an End-to-End Digital Track & Trace System for the tobacco leaf supply chain in Pakistan. This system aims to provide digital visibility and chain-of-custody traceability from registered growers through purchase centres, warehouses, transportation, Green Leaf Threshing units, and onward dispatch to manufacturing and export destinations.

The system shall be nationally deployable with initial focus on tobacco-growing and processing areas, especially Khyber Pakhtunkhwa. It will cover growers, curing barns, purchase centres, warehouses, GLT units, manufacturing units, and transport nodes. The solution must be technology-neutral, scalable, secure, interoperable, and support offline operation in rural areas. Bidders must demonstrate at least ten years of relevant experience, successful implementation of comparable systems, and meet financial and certification requirements including ISO/IEC 27001.
Bids must be submitted through the prescribed EPADS/e-procurement mechanism within a minimum response period of thirty days. Bid security, integrity pact, and mandatory documentation as per bidding documents are required. PTB reserves the right to accept or reject bids as per PPRA rules.
