Tender Description
Sindh Lakhra Coal Mining Company Pvt Ltd (SLCMC), under the Energy Department, Government of Sindh, invites reputable and authorized insurance companies to submit technical and financial proposals for the procurement of Workmen Compensation Coverage services. This procurement is specifically for workers engaged with SLCMC raising contractors in the coal mining sector, based in Karachi, Sindh.
Items being procured:
- Workmen Compensation Coverage for 1500 workers for the year 2026-2027 including insurance coverage under the Sindh Workmen Compensation Act, 2015
- On the spot payment for fatal accident cases including transportation of dead body to hometown (KPK) and funeral expenses
The scope includes comprehensive insurance coverage addressing occupational hazards such as machinery risks, dust exposure, manual labor, heavy lifting, and emergency mine rescue situations. The insurance must cover death, permanent total and partial disability, temporary disablement, medical and hospitalization expenses, and occupational diseases related to mining activities.
Eligibility criteria require bidders to have a minimum AA+ credit rating by JCR-VIS or PACRA, valid registrations with FBR, GST, SRB, and SECP license for insurance business. Bidders must demonstrate relevant experience with similar contracts, a comprehensive panel hospital network, dedicated claims management teams, and financial stability with documented turnover and working capital.
The contract period is initially one year, extendable based on performance. Bids must be submitted online via the SPPRA EPAD portal by 21st September 2026 at 3:30 pm, with bid opening at 4:00 pm the same day at SLCMC Head Office, Karachi. A non-refundable tender fee of Rs. 3,000 and a bid security of 2% of the bid amount are mandatory.
Bidders are advised to carefully review the detailed bidding documents available on www.sindhmining.com and the SPPRA portal. Technical proposals will be evaluated first, followed by financial proposals of technically qualified bidders. The Procuring Agency reserves the right to increase or decrease the quantity of insurance coverage as needed.
A practical tip for bidders: Ensure all mandatory documents, including company profile, financial statements, and integrity pact, are complete and properly signed to avoid disqualification. Early submission through the EPAD portal is recommended to mitigate last-minute technical issues.
