Procurement and Installation of 33 KV Transmission Line Accessories and Transformers for Reshun to Kargin Reshun HPC Upper Chitral

The Pakhtunkhwa Energy Development Organization (PEDO) invites bids for the procurement and installation of 33 KV transmission line accessories and transformers for the Reshun to Kargin feeder (Feeder-III/Lot-II) at the Reshun Hydropower Complex in District Upper Chitral. This project is part of the 4.2 MW Reshun Hydropower Complex and aims to enhance the power transmission infrastructure in the region. The technical scope includes supply and installation of transmission line accessories and transformers suitable for 33 KV lines. The work will be executed at the Reshun HPC site, requiring specialized electrical equipment and experienced contractors. Bidders must have a valid Pakistan Engineering Council (PEC) license in category C6 or above with mandatory specialized codes EE04 and EE05. Registration with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR) is mandatory. Bidding documents can be obtained from the PEDO office or downloaded from the E-PAK Acquisition and Disposal Systems (EPADS) upon submission of a written application and a non-refundable fee of PKR 2,000 in the form of a bank draft. Bids must be submitted through EPADS by 3rd June 2026 at 15:00 hours. Additionally, a sealed hard copy must be delivered to the PEDO office in Peshawar before the deadline. Bids without proper submission via EPADS or hard copy will be rejected. Earnest Money in the form of a bid security amounting to 2% of the quoted cost is required, issued by a scheduled bank in Pakistan or a foreign bank counter-guaranteed by a scheduled bank in Pakistan. The bid security must be valid for 28 days beyond the bid validity period. A practical tip for bidders is to ensure strict compliance with the submission requirements, especially the dual submission of electronic and hard copies, to avoid disqualification. Early preparation of the bid security and PEC documentation will facilitate a smooth bidding process.
