Tender Description
The Communication & Works Department, 1st Buildings Division Lahore, invites bids for adaptive changes including addition and alteration in the building of Punjab Food Authority to serve as Narcotics Control Station and Punjab CNF Training Academy located in Lahore. This procurement is conducted through the Punjab e-Procurement System, ensuring transparency and compliance with PPRA Rule 38 Single Stage Two Envelope (Technical and Financial).

- Adaptive Changes (Addition Alteration) in the Building of Punjab Food Authority to Serve as Narcotics Control Station
- Punjab CNF Training Academy, Lahore
The project involves significant structural and functional modifications to the existing building to accommodate the new purposes. The contract duration is 18 months as per the terms stated in T.S No. SEBL-1/340/DB dated 15.09.2026. Contractors must be enlisted or renewed with PEC for the financial year 2026-27 in category C4 or above with specialization code CE10. The original PEC license with relevant specialization codes is mandatory for participation.
Bidders are required to submit earnest money amounting to 5% of the estimated cost (Rs. 3,944,750) via 1-Link or Online Bank Transfer through the PSID generated on the Punjab e-Procurement System. Technical and financial bids must be submitted separately, digitally signed and stamped on the Punjab e-Procurement portal. Manual bids will not be accepted.
The last date for submission of bids is **14.10.2026 till 11:00 A.M** with technical bids opening on the same day at 11:30 A.M. Financial bids will be opened five days after the technical bid opening. In case of any government-declared holiday, the next working day will be considered for receiving and opening of tenders.
A practical tip for bidders: Ensure your PEC license and specialization codes are up to date and correctly uploaded on the e-Procurement portal to avoid disqualification. Also, familiarize yourself with the Punjab e-Procurement System well in advance to avoid last-minute technical issues.
