Repair and Maintenance Works for Cantt Fund Buildings, Roads, Drains, Water Supply, Public Improvement, Dispensary, Hospital and School Buildings in Malir Cantt

Cantonment Board Malir invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS v2.0) from contractors/firms registered with Pakistan Engineering Council (PEC) for the year 2026-27 and appearing on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR). The procurement is for annual repair and maintenance works in Malir Cantt, Karachi, to be executed under Single Stage Two Envelope Procedure as per PPRA Rules 2004 and MES Schedule of Rates 2025. Items being procured: - Repair/Maintenance of Cantt Fund Buildings (Rs. 90.000 Million) - Repair/Patch works of Roads in Cantt Area (Rs. 60.000 Million) - Repair/Maintenance of Drains/Sewerage lines (Rs. 45.000 Million) - Repair/Maintenance of Water Supply in Cantt Area (Rs. 23.000 Million) - Repair/Maintenance of Miscellaneous Public Improvement works in Cantt Area (Rs. 276.000 Million) - Repair/Maintenance of Cantt Board Dispensary/Cantt General Hospital (Rs. 3.000 Million) - Repair/Maintenance of CB School/College Buildings Malir Cantt (Rs. 3.000 Million) The scope covers comprehensive repair and maintenance of buildings, roads, drainage, water supply, and public improvement works within Malir Cantt. Contractors must have valid PEC registration in the relevant category and be on the FBR ATL. A 2% earnest money/bid security of the estimated cost is required in the form of a Call Deposit Receipt (CDR) in favor of Cantonment Board Malir. Bids must be submitted via EPADS v2.0 by 14-10-2026 at 2:00 PM. Technical proposals will be opened the same day at 11:30 AM. Financial proposals of technically responsive bidders will be opened later. The tender requires separate sealed envelopes for Technical Proposal and Financial Proposal. Only firms with renewed PEC enlistment for 2026-27 and own machinery/plants are eligible. Blacklisted contractors or those involved in litigation with the Board will be disqualified. Tender validity is minimum 90 days. The lowest quoted rates below 15% of MES rates require a 10% performance guarantee. Bidders should carefully prepare their technical proposals with detailed project experience, financial status, and technical staff credentials.
