Procurement & Implementation of an AI-Enabled Town Planning & Building Control Management Platform for TP&BC Directorate at DHA City Karachi

Pakistan Defence Officers Housing Authority City Karachi (DHAC) invites sealed bids under a Two Stage Two Envelope Procedure for the procurement and implementation of an AI-Enabled Town Planning & Building Control Management Platform for the TP&BC Directorate at DHA City Karachi. This project requires bidders to have NTN registration and active taxpayer status with FBR. Items being procured: - AI-Enabled Town Planning & Building Control Management Platform The RFP can be obtained from the Design & Contract Directorate, DHA City Karachi, KM 50, Motorway M-9 (Post Code 75340) during working hours starting from 20 October 2026 upon submission of a written request and payment of a non-refundable RFP fee of Rs. 5,000 in the form of a Pay Order in favor of DHA City Karachi. Bidders must submit only their Technical Proposals in sealed envelopes under the Two-Stage, Two-Envelope Procedure on or before 03 November 2026 at 1100 hours at the D&C Directorate, DHA City Karachi. Technical Proposals will be opened the same day at 1130 hours in the presence of bidders or their authorized representatives who wish to attend. Technically responsive bidders will be required to give a detailed presentation of their proposed solution on a date and time to be communicated separately by DHA City Karachi. Financial Proposals will be solicited at the subsequent stage in accordance with the prescribed bidding procedure. Bid Security in the shape of a Pay Order equivalent to 2% of the bid amount must be submitted along with the financial bid. Bids containing incomplete or deficient information shall be rejected. Bidders are instructed to carefully read the bidding documents and submit all relevant documents as per the requirements specified. DHA City Karachi reserves the right to accept or reject all or any bids under the provision of rules and regulations.
