SMS Services for Sindh IT Company Karachi

Sindh IT Company (SITC), Karachi, invites bids from tax-compliant service providers registered with relevant tax authorities and SPPRA EPADS for the provision of SMS Services under tender number IT/03/26-27. This procurement covers a sovereign-hosted, multi-tenant SMS platform to support transactional notifications, OTPs, reminders, and authorized bulk messages for government departments in Sindh. The solution must be hosted entirely within Pakistan, ensuring data residency and security compliance. Items being procured: - Activation Cost (One Time) - Monthly Rental Charges for 12 months - Cloud-based Web SMS Application Portal & SMS API for one-way SMS communication The scope includes hosting, deployment, configuration, operator connectivity, integration support, testing, documentation, training, maintenance, and technical support. The platform must support at least 50 tenants with strict isolation, secure API access, message prioritization, delivery reporting, and compliance with Pakistan Telecommunication Authority regulations. Eligible bidders must have relevant experience over the last five years, minimum annual turnover of PKR 6 million, active tax registrations, ISO 27001 certification, valid PTA license for value-added services, and network connectivity with telecom operators. Bid security of Rs. 60,000/- is required in the form of Pay Order/Call Deposit/Demand Draft/Bank Guarantee. Tender fee of Rs. 5,000/- is non-refundable. Bids must be submitted online via the SPPRA EPADS portal by November 6, 2026, 11:00 AM. Original bid security must be delivered to SITC Karachi before bid opening at 11:30 AM the same day. SITC reserves the right to reject any bid or cancel the process as per SPP Rules 2010. Technical scope includes secure hosting within Pakistan, multi-tenant SMS platform with web portal and APIs, operator connectivity, message classification, throughput management, delivery reporting, audit trails, and compliance with data residency and security requirements. Bidders should ensure all supporting documents are uploaded on SPPRA EPADS. Performance security of 5% of contract value is required upon award. Liquidated damages of 0.07% per day up to 10% apply for delays. Monthly payments will be made within 30 working days after satisfactory service delivery.
