Annual Contract for Refilling and Repairing of Fire Extinguishers at South Zone Locations 2027

Pakistan State Oil Company Limited (PSO) invites quotations for an Annual Contract for Refilling and Repairing of Fire Extinguishers at its South Zone locations for the period from 01.01.2027 to 31.12.2027. This contract covers multiple terminals in Karachi including Keamari KTA, KTB, KTC, ZOT, SKP, DLP, SNGI, as well as depots in Quetta and Khuzdar. Items being procured include: - Refilling of DCP Type Fire Extinguishers (6 kg to 100 kg) in various quantities per terminal - Refilling of CO2 Type Fire Extinguishers (3-50 kg) per terminal - Repairing of operating valves for DCP and CO2 fire extinguishers - Providing and replacement of valves for DCP and CO2 extinguishers - Providing and replacement of faulty pressure gauges for DCP extinguishers - Replacement of damaged hose pipes with discharge nozzles and spreaders for both DCP and CO2 types The scope includes collection, transportation, cleaning, pressure testing up to safe working pressure, refilling/recharging with class A, B, C dry chemical powder, renewal of validity tags, and provision of backup extinguishers at sites. The contractor must ensure timely service within 3-4 working days after collection and provide a warranty of at least one year on refilled extinguishers. Hydrostatic testing reports as per NFPA 10 standards are required. The contractor is responsible for all labor, tools, materials, and transportation charges. Quality and safety compliance with PSO's HSE policy is mandatory. Eligibility requires proven experience in fire extinguisher servicing, compliance with PSO standards, and submission of earnest money as per instructions. The contract may be renewed for up to two additional years based on performance and mutual agreement. Bids must be submitted by 15th September 2026. Interested bidders should prepare technical and financial proposals carefully, ensuring all documentation including batch-wise service completion reports, test certificates, and warranty documents are included. PSO reserves the right to inspect and reject non-compliant extinguishers and conduct random audits during the contract period.
