Annual Maintenance Contract (AMC) for Generators at Sindh Institute of Child Health and Neonatology (SICHN) Sites

Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh invites eligible bidders to submit e-bids through the E-Pak Acquisition and Disposable System (EPADS) for the Annual Maintenance Contract (AMC) for Generators at various SICHN sites for the fiscal year 2026-27 in Karachi and other locations. Items being procured: - Lot 1: Cummins Generators (100 KVA and 200 KVA) at Larkana, Sobraj, Azam Basti, Korangi - Lot 2: Perkins Generator (200 KVA) at Korangi - Lot 3: Doosan Power Master Generators (600 KVA) at Sukkur - Lot 4: Caterpillar Generator (400 KVA) at Jamshoro The contract covers preventive, corrective, and emergency breakdown maintenance services including replacement of defective parts, troubleshooting, testing, and commissioning. The contractor must provide 24/7 support with qualified technical staff, maintain a fully equipped workshop, and ensure availability of genuine OEM or compatible spare parts. Maintenance activities must comply with OEM recommendations, safety standards, and ensure minimal disruption to hospital operations. Eligibility criteria include valid registration with tax authorities, minimum 5 years experience in diesel generator maintenance, ongoing AMC contracts, qualified technical staff, workshop facility in Karachi, and FBR tax returns. Bidders must submit bid security as per lot values and comply with evaluation criteria requiring minimum 70 marks. Bids must be submitted on EPADS by 21-09-2026 at 10:30 a.m. Technical proposals will be opened first, followed by financial proposals of technically responsive bidders. The lowest evaluated bidder will be awarded the contract. The Procuring Agency reserves the right to accept or reject any or all bids and to vary quantities by 15% without change in unit price. A practical tip for bidders: Ensure all mandatory documents including bid security, technical proposal without prices, and undertakings on legal stamp papers are complete and submitted timely on EPADS to avoid disqualification.
