Tender Description
Sindh Mass Transit Authority (SMTA), Government of Sindh, invites bids from eligible, registered, and qualified Chartered Accountants or Management Consulting firms for the appointment of an Independent Consultant/Auditor Firm. The purpose is to evaluate operator claims, contractual payment entitlements, and related financial information under the Transport & Mass Transit Department in Karachi.

The scope involves provision of non-consulting services as per SPPRRA Rules (2010) through the EPAD System under Single Stage Two Envelope National Competitive Bidding (NCB). Firms must be registered with the Federal Board of Revenue (FBR) as active taxpayers and also registered with the Sindh Revenue Board (SRB). Financial proposals will only be opened for technically qualified bidders. The detailed Terms of Reference (TOR) are included in the RFP document.
Eligibility criteria include valid FBR and SRB registration, relevant experience, and submission of a bid security of PKR 300,000 lump sum along with the technical bid. The non-refundable tender fee is PKR 5,000 payable via pay order in favor of Sindh Mass Transit Authority.
Key dates include a pre-bid meeting on 2026-11-04 at 3:00 pm in the Committee room of SMTA. The deadline for bid submission is 2026-11-13 by 3:00 pm, with technical bid opening scheduled for the same day at 3:30 pm. Proposals must be submitted physically at the SMTA office located at Office D-43/1, Shahra-e-Ghalib, Block 2, Clifton, near Bilawal Chowrangi, Karachi.
A practical tip for bidders: Ensure all bid security and tender fee payments are made via pay order as specified and submitted physically to avoid disqualification. Also, register early on the EPAD system to avoid last-minute submission issues.
