Appointment/Prequalification of Advertising Agencies for HBFC 2026-2028

The House Building Finance Company (HBFC) is inviting applications for the Appointment and Prequalification of Advertising Agencies for the period 2026-2028. This open framework agreement aims to prequalify advertising agencies to provide a range of advertising and marketing consultancy services in Karachi, Sindh. The prequalification will enable agencies to participate in subsequent call-off contracts during the framework period. Items being procured: - ATL, BTL, Advertising Services (50 jobs) - Event Management (50 jobs) - Digital Media & Social Media Management (50 jobs) - Creative Designing & Video Production (100 jobs) - Public Relations (PR) & Media Advisory (50 jobs) - Print Media (100 jobs) The scope includes comprehensive advertising services covering above-the-line and below-the-line media, digital and social media management, creative design, video production, public relations, and print media campaigns. Agencies must demonstrate proven experience, client portfolio, qualified personnel, and financial strength. Offices in Karachi, Lahore, and Islamabad will be considered for evaluation marks. Eligibility requires registration with FBR, PID, APNS, and PBA, along with submission of various affidavits, experience letters, client lists, and audited financial statements. The evaluation will be conducted in two phases: a technical profile evaluation and a presentation on specified campaign topics related to financial inclusion and mortgage solutions. Applications must be submitted electronically via the EPADS portal by 11:00 AM on Monday, October 5, 2026. Late or manual submissions will not be accepted.
