Construction of ASF Barracks, MOQs and JS Apartments at AIIAP Lahore

Pakistan Airports Authority (PAA), through the Divisional Engineer at Allama Iqbal International Airport, Lahore, invites eligible contractors to execute construction works for ASF accommodation and associated security infrastructure under FY 2026-27 funds. The procurement is identified as P72208 and will be evaluated through National Single Stage-Two Envelope procedure using Least Cost Based Selection. Lot 1 covers: ASF Barracks for 192 personnel, comprising 02 buildings with quantity 2 per job; 16 x MOQs, three-bed G+3 accommodation in 02 buildings, with quantity 2 per job; and 16 x JS apartments, two-bed G+3 accommodation in 01 building, with quantity 1 per job. Each listed job has a delivery schedule of 545 days at Allama Iqbal International Airport, Lahore. The technical scope includes excavation, raft foundations, reinforced concrete frames, masonry, brickwork, steel reinforcement, roofing, waterproofing, plastering, painting, doors, windows, tiles, granite, cabinets, railings and other architectural finishes. It also includes water supply, sanitary fixtures, sewerage, soakage wells, septic tanks, boreholes and submersible pumps. Electrical and mechanical works cover wiring, switches, fans, lighting, floodlights, gas appliances, geysers, HT and LT cables, distribution boards, earthing, circuit breakers and a 1000 kVA kiosk substation. Bidders must meet the stated registration and qualification requirements, including applicable FBR, SECP and PEC credentials, relevant construction experience, qualified engineers and staff, equipment availability, average annual turnover of Rs. 500 million or more, and average working capital of Rs. 100 million or more. A bid security of **PKR 15,000,000** is required through pay order or call deposit, or the permitted bid securing declaration. The successful bidder must provide a 5% performance guarantee. Submit the complete electronic bid through EPADS v2.0 only by **19 August 2026 at 11:00 AM**; manual bids will be rejected. Bids open electronically at **11:30 AM** the same day. The original bid security must also reach the procuring agency. Clarifications may be submitted through EPADS by 13 August 2026. Confirm PEC validity, tax compliance, equipment evidence and similar-project certificates before uploading the two envelopes.
