Tender Description
The Karachi Water and Sewerage Corporation (KW & SC), located in Karachi, Sindh, is procuring consultancy services for a comprehensive assessment and successful rollout of the Integrated Financial Management Information System (IFMIS) using SAP ERP across its organization. This initiative aims to enhance public financial management and governance by connecting all functional departments through a real-time financial management system aligned with the Chart of Accounts and national PFM Action Plan.
The scope includes evaluating existing IT infrastructure and staffing, mapping business processes such as expenditure approvals, revenue collection, payroll management, and human resource practices. The consultancy will also review organizational structures, assess financial processes and controls, and recommend capacity building and training programs for SAP-ERP operation. Additionally, the firm will provide recommendations to improve efficiency, compliance, and IT infrastructure, including hiring skilled personnel and procuring necessary hardware.
Eligible bidders must be registered firms with valid FBR and SRB registration, demonstrate relevant experience, and submit audited financial statements for the last three financial years. The procurement follows a single-stage, two-envelope procedure under Sindh Public Procurement Rules 2010 (amended). The technical evaluation carries 80% weight and financial evaluation 20%, with a minimum technical score of 70 points required.
Key dates include bid submission by 06 May 2026 at 02:00 PM via the SPPRA e-PADs portal, with bid opening on the same day at 02:30 PM at KW & SC office, Karachi. Bidders must submit bid security of 2% of the quoted amount. The contract duration is six months starting June 2026, with payments linked to deliverables including inception report, diagnostic review, final report, and stakeholder engagement session.
A practical tip for bidders is to ensure timely submission of both electronic bids on the e-PADs portal and physical bid security documents to avoid disqualification. Familiarity with the technical requirements and detailed methodology for SAP rollout will strengthen the technical proposal. This tender offers a significant opportunity for firms specializing in IT consultancy and public financial management systems to contribute to a major reform in Karachi's water utility sector.
